Allegiance: "Once 'Royal' disappears from the R.H.K.P. insignia will new patterns of loyalty be easily and rapidly developed? Loyalty to the SAR will obviously be required (rather than to the Queen). Hence a smooth transition to new patterns of loyalty will be essential .... but will nonetheless be difficult, at least conceptually. Hardly any thinking has taken place on this subject."

Law and Order: "If law and order are to be maintained then the health of police organisations is of vital importance. As a business city, the maintenance of law and order is fundamental. Commerce cannot flourish if the police do not do their job efficiently.' This is realised only in the most superficial way.

Psychological Problems: "Morale in the police force will not be sustained without a substantial improvement in the sense that the public (and of course the Government) values the police. High salaries will of necessity have to be paid."

Conclusion: "There does not appear to be a strategic planning committee, at least known to the public, which considers strategic issues. If such exists it is certainly not known to senior policemen. Police officers are eager to look at these matters. They need a forum where this is possible.

Would this outline be a useful model for a general discussion on Transition and the Public Service for 1997 from which other branches of the public service would also benefit? I believe it would. question that the Working Group might also address.

In relation to the Special Branch, I have a concern:

What will happen in 1997 to the records kept today on persons who are politically active? The United Kingdom has left territories in the past and has destroyed or taken records home. But what will we do this time, when some of the operational needs on 30th June, 1997 will be the same as 1st July? Or will they be? And, for that matter, what are those

needs?
