We surmise that the

reason for producing the variant text was to make the ICCPR more accessible to mainland readers (The official text was, we believe, decided prepared by Taiwanese translators in the 1960's). We have decided to use the official text and have prepared a revised Chinese text of Part II BOR. This has been passed to OMELCO.
