The Basic law does not enter into÷force_until 1 July 1997 and the Hong Kong Government is not bound by it in the mean time. Article 107 of the Basic Law states a
principle by which the SARG will be bound after 1997. But it is only exhortatory.
It cannot affect the SARG's
clear obligations under BL 160.
After 1997 it is up to
the SARG to honour the obligation imposed by BL 160, which in fact does no more than implement JD 53.
