Problem

The Hong Kong Government need to amend their Immigration Ordinance as a consequence of recent and potential legal challenges to their policy on Vietnamese Boat People. Hong Kong Government propose to publish the amendments on 12 April, one week after presentation to the UN Human Rights Committee in New York of the Third Periodic Report on Hong Kong under the ICCPR, and shortly before the enactment of the Hong Kong Bill of Rights (which is designed to make the provisions of the ICCPR legally enforceable in Hong Kong).
