need to maintain our existing policy towards Vietnamese

asylum seekers and therefore to put beyond doubt our legal ability to do 80. The publicity will stress the

need to implement the Comprehensive Plan of Action in

full,

to maintain fair and adequate screening procedures,

and to repatriate all non-refugees to Vietnam as soon as

arrangements to this end can be achieved.
