: as stated in paragraph 2 above, this amendment is to clarify section 13F (8). It is debatable whether this amendment reduces the remedies available since -

(1) the words added to the section may already

be implicit in the section;

(ii) judicial review of decisions may be possible

despite this section.

I have today handed to you a second draft of this

Bill, which you may wish to send to the FCO. The only change

to the first draft is a purely drafting amendment to new section 13D(8).
