Immigration

(Amendment) Bill 1991, as annexed, should be introduced

into the Legislative Council.

Mempers Wild be asked to advise whether this

recommendation should be approved.

BACKGROUND

Since

10 June 1988, Hong Kong has operated a

policy of status determination for former residents of

Vietnam arriving here without travel documents. In March

1989, other places of first asylum in the region began to

operate similar policies.
