SCMP quoted the Secretary for the Treasury, Hamish Macleod, as saying that money raised from a proposed scheme to sell Government premium bonds would not used to finance HK's infrastructural development scheme and the scheme was one of several proposals the Government had been considering to boost the cash flow. In an editorial, the paper said that issuing premium bonds was no way to open a professional bond market in the territory, if the Government still harboured that objective.
