1.

Mr Walwyn in UND asked me to check our files to see

whether the Human Rights Commission had taken an interest in the VBP issue when examining the Second Periodic Report on

the ICCPR in 1988.

2. I attach copies of all the papers I could find on our

file. As these make clear, the VBP issue was of concern and

we prepared a supplementary report on this aspect. A press conference transcript also states that it was raised by the

Commission. We do not however have on our file any detailed

report on the outcome of the hearing or a transcript of the

evidence.

I should be grateful if UND could check their files for this today. If they cannot locate the papers, we could send

a telegram to Hong Kong tonight.
