4. The entry into force provisions of the Ordinance would need to be along the following lines:

"This Ordinance shall come into force on the date on which The Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment enters into force with respect to Hong Kong. This date shall be notified in the Hong Kong Government Gazette.

This kind of formulation is commonly used in UK Statutory Instruments which give effect to international obligations. One example (which might be cited for the benefit of the HKG lawyers) is the International Oil Pollution Compensation Fund (Immunities and Privileges) Order 1979 (No.912).
