HK's representation is unclear as China is not a signatory to the two convenants; HK is not a soverign state. the Chinese government has not made any promise to settle the matter. 1997
TO MONITOR HUMAN RIGHTS IN HK BEFORE AND AFTER
1) HUMAN RIGHTS IN HK SHOULD BE MADE AN INDEPENDENT AGENDA TO THE INTERNATIONAL COMMUNITY FROM NOW ON, NOT UNDER THE UK ANYMORE AS THE WORLD WILL WITNESS A PEOPLE TRANSFERRED FROM ONE SYSTEM ΤΟ ANOTHER, SUCH PEOPLE'S RIGHTS AND INTERESTS SHOULD BE GUARANTEED.
2) ANSWERS AND GUARANTEE
THE HK HUMAN RIGHTS IN THE UN LEVEL
FROM BOTH THE UK AND CHINA
GOVERNMENTON
AND REPRESENTATION SHOULD BE PRESSED FOR FOR INTERNATIONAL MONITROING.
