PROBLEM

1.

Whether to ratify the UN Convention on the Rights of the Child

in two stages, with the UK and Islands and certain Dependent Territories ratifying as soon as possible, and the other Dependent

Territories following later.

RECOMMENDATION

2. I recommend two-stage ratification, and that the decision be

announced by means of an inspired PQ. Legal Advisers, WIAD, SED,

HKD and SPD concur.
