1. I attach a letter from Professor von Senger of the Swiss Institute of Comparative Law which asks why the European Convention of Hong Kong'was extended, for example, to the Falkland Islands but not to Hong Kong.

1. I have been unable to find papers on this, and drawing blank with Research Department, I wonder whether whether the reasons behind this were legal rather than political. would be grateful if you could shed some light on this.
