possible that your parish may come in for attention. But, apart from as a debating point, no-one would consider Hong Kong or Pitcairn or the Antartic Territories to be directly covered.

5. It will of course remain possible that other CSCE participants will want to contrast our CSCE commitments (ie our freely chosen standards for civilised behaviour) with the situation in some dependent territories. I would have thought it in HMG's interests to minimise the scope for any embarrassment. I enclose for your information, and for other departments who may not have seen them, some key CSCE

6. CSCE texts are not treaties, nor are they prescriptive as to means as opposed to goals. It is not this Unit's function to try and squeeze everyone into a straitjacket. But we do need to have answers to questions such as "Why do you promote freedom X for citizens of Byelarus, but allow it to be denied in Territory X?". And if Territory X is in all other respects part of 'Europa', the questions are even more valid.
