Interpretative Statements
1. Made by the Delegation of Belgium on behalf of the Delegations of Belgium, France, Spain and the United Kingdom:
"The Delegations of Belgium, France, Spain and the United Kingdom interpret paragraph 16 of the present document as implying that the procedures in paragraphs 9 and 10 or 12 will not be invoked in cases relating to an individual which have already been submitted to an international judicial procedure."
2. Made by the Delegation of the United Kingdom:
"The United Kingdom welcomes the document of the Moscow Meeting of the Conference on the Human Dimension of the CSCE adopted by consensus, and in particular its provisions for the expansion of the Human Dimension Mechanism to include new procedures involving the services of experts experienced in human rights issues as foreseen in the Charter of Paris for a New Europe.
In this context, and if the services of experts are required in the territory of the United Kingdom, the United Kingdom wishes to state that it would act in accordance with the following interpretation of paragraph 6 of the Procedures. In order to protect public safety or national security the United Kingdom might be obliged to decline or to regulate access at a particular time or to a particular place proposed by the mission. The United Kingdom states that such action would be taken only when absolutely necessary and would have effect only for so long as is required.
The United Kingdom further states that, in such circumstances, it will immediately enter into consultations with the mission in order to clarify the situation and seek agreement on arrangements to enable the mission to obtain so much information as is practicable, and that, if such agreement cannot be reached, it will bring the matter at the earliest opportunity to the attention of the Committee of Senior Officials.”
