held at the International Institute for Human Rights at Strasbourg. Nominations will have to be made by the UK and action must be taken soon to meet a December deadline. We believe that we can probably secure the acceptance of two candidates from Hong Kong but it will be necessary to liaise with the UND at the FCO over nominations (note: Darwin Chen would like to meet Mr Walwyn of UND to discuss these fellowships when he visits the FCO next Monday).
(ii) Junior Professional Officer Programme

This is a programme designed to provide government officials with a thorough grounding in the ways the covenants are implemented and the obligations arising from them. The programme takes the form of a 1-2 year attachment to the CHR. The CHR are prepared to accept up to 2 persons from Hong Kong in the near future, possibly an administrator and a lawyer. These officers would have to be paid as UN staff at an appropriate level and the cost of the salaries would have to be reimbursed in the form of a contribution to the CHR's Voluntary Fund for Advisory Services and Technical Assistance.
(iii) Advisory Service of Experts

CHR can arrange experts to provide advice and assistance in specific areas. We mentioned the possibility of the need for advice/assistance on our review of legislation and the CHR officials felt that suitable experts including possible HRC members could be indentified. As to costs a contribution to the Voluntary Fund would be expected although there exists the possibility of arranging the direct engaging of a consultant.
(iv) Regional and Other International Seminars
15.
We understand that consideration is being given by CHR to organising seminars on specific human rights topics in Asia next year and they would welcome our participation. Similar arrangments will apply as described above.

In pursuing any of these opportunities, we would have to route our applications/nominations through the UK who would also be responsible initially for funding arrangments.

Officials at the CHR have been made aware of the desirability to adopt a low profile in organising such training/advice in view of possible Chinese
sensitivities.
