HONG KONG: HUMAN RIGHTS FELLOWSHIP AND ÁTTACHMENT TO THE CENTRE FOR HUMAN RIGHTS

1.

I refer to your letter of 23 May to David Campbell requesting details of contribution required to the Centre for Human Rights to cover Mr Leung's Human Rights fellowship.

2. Looking back over the report of Mr Chen and Mr Dykes on their visit to the Centre for Human Rights (copy attached for ease of reference) I note that the idea of a contribution by Hong Kong to the Centre was brought up only for the JPO Scheme. We are thus chasing the Centre for Human Rights for details of the contribution required vis a vis Mr Wong's attachment but not for Mr Leung's fellowship.

3. The current situation of both candidates is as follows:

(i) UN Human Rights fellowship:

Mr Leung (30 June

3 August) Mr Leung has been sent travel and payment instructions and has booked his flights (details attached). The Technical Assistance Recruitment and Fellowships office have said there are no fees to pay.

(ii) Centre for Human Rights Associate Experts Programme: Mr Wong. Mr Wong has accepted the job proposed to him in the Centre for Human Rights (details attached) and would like to start work at the Centre in September. We await a reply from UNCTAD Recruiting and Servicing Department (who are dealing with the Associate Experts Programme) regarding the amount of contribution required and the date when Mr Wong can start.
