AMNESTY INTERNATIONAL REPORT 1991

1.
We have received an advance copy of the 1991 Amnesty report due to be released on 10 July. The report covers the period January to December 1990 and is therefore out of date in many respects. The report nonetheless provides a useful summary of Amnesty's concerns over that period. A copy of the full report has been sent to Ministers and Under-Secretaries (my minute of 5 July attached).
2. I should be grateful if you would pass relevant extracts to posts and ODA Departments with an interest in seeing the report. They should be asked to bear in mind the publication date before making public comment.

The section on the UK has been overtaken by the publication in June of a separate report entitled "Amnesty International - United Kingdom Human Rights Concerns". Guidance has been issued to posts in response to this. (Guidance telno 16, originally sent as telno 15 refers.) This should continue to be used by post as up-to-date defensive material.
4. We would be interested in seeing copies of any comments which posts may have on these extracts from the report.
Amnesty International may be seeing Mr Lennox-Boyd to discuss the report.

6. I am copying relevant extracts to the Home Office and NIO. MVD may be interested in the fact that refugees and asylum seekers are mentioned in the introduction.
