They are in no way inconsistent with the protection of the high degree of freedom within the law

which Hong Kong people enjoy.

10. (If pressed) The Hong Kong Government are currently reviewing all existing legislation to ensure that it is compatible with the ICCPR. The laws which have a bearing on freedom of expression and freedom of peaceful assembly will naturally be subject to this process.

11. (If pressed) Neither we nor the Hong Kong Government

wish in any way to impede the development of democracy in

Hong Kong. On the contrary, we took a substantial step forward in the process of democratisation by our decision to

introduce 18 directly elected seats in the LegCo elections later this year.
