On the last point it is perhaps stating the obvious, but this will need to be a full list and we must leave Mr Bertens to make up his own mind as to who he
wishes to speak.

Mr Bertens is polished and smooth. He does not seem to be too
diad knowledgeable about Hong Kong at present, but he did comment on those topics
that he has read or heard about. On the subject of post 1997 Hong Kong, he expressed surprise as to the contents of the Basic Law. He said that the commitments contained therein were more than he had expected before he read it
in detail. In general Mr Bertens gave the impression that he was very willing to listen to all points made. Our initial impression was that he was sympathetic, but, of course, on this we will need to wait and see.
