US CONGRESSIONAL REPORT ON HUMAN RIGHTS: HONG KONG

Human rights: general.

RM1 2/2.

The annual US Administration report to Congress on the human rights situation in other countries is due to be presented to Congress on 2 February. State have given us a copy of the section on Hong Kong (attached). State emphasised that the document had not yet been finalised, and there might be some changes. They also asked us to ensure that the text should not be made public until after the report was released here.
