Introduction

After careful consideration and taking note of the thrust of public opinion expressed on the subject, the Administration concludes that Hong Kong should contribute $230 million towards Her Majesty's Government (HMG)'s effort in enforcing the United Nations' (UN) resolutions in connection with the crisis in the Gulf. In coming to this conclusion, the Administration believes that the following factors are compelling.
