Thank you for your letter of 31 May. There is no need for you to return the petition you mention to the sender. In fact I seem to have misinformed you about the correct procedure sorry! If a petition is sent directly to The Queen, Prime Minister or the Secretary of State it is returned to you for consideration by the Hong Kong Government (Diplomatic Service Procedure). You should then return the petition to us with any supporting papers you think are necessary (Colonial Regulations 169-170). I attach copies of DSP and CRS 169-170, for your information.
