WONG Wing-tin has one previous conviction in 1974 for
fighting in a public place fined $250 or four months.

WONG Yik-fun has no previous convictions.
HITIGATING FACTORS

The only mitigating factors in respect of CHAN Kan-cheung,
Cư Kan-sau and WONG Yik-fun would seem to be that they were led or
directed by WONG wing-tim. However WONG Yik-fm and CHAN Kan-sau were
employees of the syndicate of which WONG Wing-tin was a partner.
CHAN Kan-cheung's only connection was that he was the brother of
CHÂN Kan-sau.

On the 7th January 1981 CHAN Kan-cheung, during a period
of depression, attempted to commit suicide by hanging himself. He
was taken to the Siu Lam Fsychiatric Centre where he was consulted.
His state of mind has improved and he has now been found to be fit
for discharge from the Centre.
RECOMMENDATION
39.
If H.E. the Governor decides to commute the death sentences,
I recommend that a sentence of life imprisonment be substituted in
respect of all the petitionera.
