CHARGE AND CONVICTION
NOTE BY THE ATTORNEY GENERAL

FU Sze-chau (then aged 24), CHAN Kan-cheung (27), CHAN Kan-sau
(32), WUNG Yik-fun (29), and WONG Wing-tim (32) were jointly charged with
the murder of LAM Keng-sheng (29) which was committed on the 9th December
1978

On the 16th November 1979 after a forty-five day trial,
FU Sze-chau was acquitted. CHAN Kan-cheung, CHAN Kan-sau, WONG Yik-fun
and WONG Wing-tim were convicted of murder and were sentenced to death.

Appeals by each of the convicted persons were dismissed by the Court
of Appeal on 23rd June 1980. Subsequently legal aid was refused to
petition the Privy Council.

FACTS

The deceased had formerly been in partnership with WCNG wing-tim
in a gambling syndicate which had folded up in about September 1978.
Arising from the operation of that syndicate the deceased had finished
up in debt to WCNG Wing-tim. That debt was still cutstanding at the
day of the murder. The debt was approximately $1,400.
