PETITIONS TO HER MAJESTY THE QUEEN

I have received the enclosed petition from Mr K Kwok of Kowloon, which was sent directly to Buckingham Palace. As you know, this is the wrong procedure: Diplomatic Service Procedure and Colonial Regulations (169-170) provide that petitions to the Queen must be sent to the Governor for onward transmission to the Secretary of State.

I would be very grateful therefore if you could return. the petition to the petitioner informing him of the correct procedure.
