TWO PRISONERS IN HONG KONG: PETITIONS TO HER MAJESTY THE

QUEEN

Problem

1.

Two petitions to the Queen from a Hong Kong Chinese citizen (and his family) on behalf of his two sons, asking

for their release from prison in Hong Kong.

Recommendation

2. I recommend that the petition is forwarded to the

Queen's Private Secretary with the advice that the petition

be denied. This is the advice of the Hong Kong Government.

Our Legal Advisers concur. I submit a draft note from the

Private Secretary to the Queen's Private Secretary.

Background and Argument

3. In accordance with Colonial Regulations 169-171, the Hong Kong Government have forwarded to us these petitions to

the Queen.
