2. I have now received these from the Hong Kong Government and would be grateful for your further consideration of this petition.

I would also be grateful for any thoughts you may have on my minute about the interpretation of section 9 of DSP Vol 8 regarding petitions in general, ie is it necessary for petitions to the Queen to be forwarded to the Palace through the Secretary of State in every case? My interpretation of DSP is that we should be able to sift out those petitions which conern matters C of a minor or trivial nature (para 9.4.1).
