I am writing to ask: if you can do me a favour. My name is LI YUEXIAI I am 68 years old, old and ailing like a candle guttering in the wind. My son, MO CUANGYUAN, was arrested on a charge of committing murder on Feb. 27, 1978( The Archives Registration No. 3C51/78). According to the accusa-- tion, he would have been sentenced by death if he had been 18 years old at that time. In September, 1979, Hong Kong Full Court asked to rehear after accepting the notice of appeal. The Court Session was opened for the first rehearing on Dec. 12, 1979 and the accusation was affirmed again. Because my son was under the full age when the case happened, the term of impri- sonment would be sentenced by the Queen of England, your majesty. (H.M.P.) In July, 1980, the Hong Kong Full Court rejected the appeal and the case couldn't be approved to appeal to the Prive Council.

It has been 12 years since the case happened. The prisoner suffer- ing for a dozen of years will make my son thoroughly rectify his crime. Every time when I read the letters he wrote from the prison, I can feel that he regrets deeply what he had done and the wish to begin his life anew is very strong between the lines in his letters. I think that the law has punished what he should be punished. I beg a favour of you, your majesty to give my son a reborn chance.

I am an old woman living in a solitary life. My husband died of dis tress and disease. I am sick as well as poor. I have no capability to ap- peal to the concerned authorities. Nothing I can do but pray. So I have to write to you, Your Majesty for help. You are the sun in my mental view. I earnestly hope that you can remit my son and bestow him a chance to be- gin his life anew with your mercifulness. My guilty son and I will be keep ing your loving kindness firmly in our mind forever. This is the stronging desire all my life and all of my spiritual sustenance will be placed on you, Your Majesty. Thank you in advance for your answer.
