While I am strongly of the belief that the right to petition to Her Majesty should be a real one, there ought to be some arrangements in place to allow petitions falling into the categories described in 9.4.1 to be dealt with at a lower level. If my interpretation of subparagraph 9.4.1 is incorrect and it does not apply to petitions to the Queen inter alia, (which means that all the flow charts are also incorrect), I think it would be advisable to incorporate this procedure into the text of Chapter 9 regarding petitions to Her Majesty.*
