Note by the Attorney General on the
Petition relating to MOK Kwong-yuen
Enclosure B
MOK Kwong-yuen (the Prisoner) was convicted of murder on 3 April
1980. The sentence of the High Court was that the Prisoner, who was 17
years old at the time of the offence, be detained until Her Majesty's
Pleasure be known. An appeal against conviction was dismissed on 4 July
1980. This petition, which is the sixth one, was presented by the
Prisoner's mother, Madam LI Yuexiai (the Petitioner). The Prisoner last
petitioned in January 1989. That petition was rejected. His case was
last reviewed by the Board of Review, Long Term Prison Sentence on 29 June
1990 when the Board found that there were no circumstances warranting a
recommendation of an early release.

The Petitioner says that it has been 12 years since the offence
was committed and 6 years since the Prisoner was imprisoned. She claims
that over this period of time her son has been remorseful and has already
paid off his crimé.
