However, even though we did not have time to agree the Hong Kong side did manage to put together drafts of an Agreed Record and of a CMU which we handed to the Australian side. These are attached. As you will see, para. 4 of the draft Agreed Record provides for the provisional application of the CMU.

The simplest way would be if David Moss could let me have a signed, undated letter (i.e. [ ] November 1991) which
could date in manuscript and hand to Buckingham when the paper work is successfully completed. presentational (and maybe political) reasons, David may, of course, prefer to ask the BHC Canberra to do the honours. I have
strong feelings either way. But in case it is of some help I enclose a suggested draft which you might usefully consider with the FCO lawyers before submitting to
David.

completeness, I should mention that Buckingham was keen to understand how the ASA separation process would be effected once the Chinese have completed their examination of the initialled text.
