The two teams assembled at 0945 on September and, apart from the usual breaks for lunch, simply slogged away each day until close of play on Thursday (3 October). From the outset it was apparent that the Australian side wanted a deal although they were reluctant to abandon their long cherished aims in order to get it. Hence we began with Buckingham making the expected demands for intermediate access to existing points plus Vietnam and beyond access to the ROK, Japan, Taiwan, three points in Continental Europe and two points in the UK with a guaranteed build up of frequency so that w.e.f. 1 April 1995 Qantas would be entitled to unlimited intermediate fifths and the equivalent of 12 X B747 services weekly beyond Hong Kong with a minimum of 7 x B747 frequencies to the UK. Meanwhile, as regards the latter, Qantas would be content with own stop-over rights between Hong Kong and London.
I was told that, as a major concession, the Australian Government had decided not to insist on access to the PRC this side of 1997. Finally, Buckingham also made an unexpected request for slot guarantees at Kai Tak.
In return Hong Kong was offered similar access to intermediate points we did not want and restricted access to beyond points we probably will not use.
