During Our teleconversation on 1 August, discussed amending paragraph 4 of the speaking note by replacing "proposes to authorize" with "is content to I subsequently had further discussions with CAB and UK Rep JLG. Whilst CAB had no strong views, UK Rep JLG expressed a preference for "proposes to authorize" on the ground that we
should try to follow wording used in previous instances (e.g. Scandinavia, Gulf) so as not to invite unnecessary questions from the Chinese side. I told UK Rep JLG that as long as they were clear that HKG had in fact been authorized, I would be prepared to be guided by their views on the presentational aspect. The speaking note therefore now follows the wording as proposed in TUR.

On A6, 1t was agreed that the second sentence proposed in TUR should be left out because it might convey the impression that HKG declined to commence talks in
August
VUL UL Ledl Lual the Chinese would be upset. It was also agreed that the first sentence should be amended by replacing "we aim" by "The Austrian authorities are keen".
