Chinese been informed that you are about

negotiate a separate Hong Kong ASA with Indonesia?

Yes. The Chinese were also told of our negotiations with other countries and expect us progressively to negotiate

separate Hong Kong ASAS with each of Hong Kong's other

aviation partners. We would add that Cathay Pacific Airways

is aware of this approach, and that there is of course no

objection to Garuda Indonesian Airways being told about it.

Have you any objection to our sounding out the Chinese over

separation?

No. We suggest however that this be done in very general

terms as the Chinese have no locus in discussion of

detailed arrangements at this stage.

appropriate point of contact for this purpose. They handle

the implementation of the JD from the Chinese side.

Have you had difficulties with other partners?

Some of our other partners were initially sensitive about

possible Chinese reactions. We and the Chinese were able to

give them reassurances on this point.

Is the text of the ASA likely to be acceptable to the

Chinese?

A4. Yes. Apart from some drafting refinements the draft text follows closely the Hong Kong ASAS already concluded which

were seen by the Chinese before signature. We have good

reason therefore to think that the Chinese will find it, or

a text closely following it, acceptable.
