FREQUENCY TO BE 7 SERVICES PER WEEK FOR THE FIRST 2 YEARS, WITH INCREASES OF NO MORE THAN 3 PER WEEK IN SUBSEQUENT YEARS. WE TOOK THE LINE THAT THERE WERE DIFFICULTIES BOTH OF PRINCIPLE AND OF SCALE (NUMBER AND VALUE OF POINTS SOUGHT) FOR US WITH THE CHINESE PROPOSAL. WE SOUGHT TO DISSUADE THE CHINESE FROM SUGGESTING A LINKAGE BETWEEN THROUGH RUNNING AND OVERFLIGHT AND, IN PRIVATE SESSION, SUGGESTED TO LU THAT HE SHOULD THINK OF CASH PAYMENTS FOR OVERFLIGHT, AS HAD BEEN ARRANGED WITH THE SOVIETS AND THE MONGOLIANS. LU REJECTED THIS AND MADE EXPLICIT THE LINKAGE HE SAW BETWEEN THROUGH RUNNING AND OVERFLIGHT, ESPECIALLY FOR CATHAY. CONSIDERING THIS FURTHER.

DISCUSSION COULD NOT GO FURTHER AS LU WOULD GO NO FURTHER ON BEYOND POINTS AND WE AND HKG NEEDED TO CONSIDER OVERFLIGHTS AND THROUGH RUNNING FURTHER. BUT THE TWO SIDES DID AGREE TO RESUME IN THE NEAR FUTURE. MOSS, DTP, SUGGESTED LATE JANUARY BUT LU WOULD NOT COMMIT HIMSELF. SUBJECT TO HONG KONG CONFIRMING DATES ARE CONVENIENT, GRATEFUL IF YOU WOULD REMIND LU THAT LATE JANUARY WAS DISCUSSED FOR THE RESUMPTION OF TALKS AND ADVISE HIM THAT UK TEAM COULD COME TO PEKING WEEK COMMENCING 13 OR 20 JANUARY. AS EVER, WE WOULD WELCOME AN EARLY INDICATION OF WHETHER DATES ARE ACCEPTABLE GIVEN OTHER

DEMANDS ON DIARIES HERE AND IN HONG KONG.

telegram. When MKG are here Following our discussions here recently, you may be next week, will have wondering what has happened to the telegram on Air Services which mad we promised would be issuing shortly. I am afraid that the delay thrash it out

and the reasons for it are an illustration of the bureaucratic difficulties we face from time to time.

It is now over month since we took the initiative to hold a meeting with ESB to discuss how to respond to the Chinese statement at JLG XX. It was agreed then that ESB would draft a telegram to London. When, after a week had passed and there was no sign of a telegram, we ourselves provided a draft for ESB to consider. Two more weeks passed without any further progress. Anson Chan was away from Hong Kong and it seems that her deputy, Liz Bosher, did not feel able to authorise a telegram in her absence. We eventually persuaded Liz to call a further meeting on 8 November to consider the draft. Following that meeting we revised the draft and sent it to ESB the same day. We are now another week on, and the draft still remains with ESB. Tony Galsworthy pressed Anson Chan on 12 November to look at the draft and she undertook to do so urgently. with luck, we may be able to send you a telegram by the end of the week, but in case this does not happen I think you should see the draft as it now stands . (attached).

It is infuriating that a draft has languished in ESB for almost a month, particularly as it would have been helpful for you to have had our views before the meeting which Andrew Burns had with David Moss on 11 November. We hope that when a telegram does eventually issue it will be possible for you to consult Ministers and authorise us to have an informal meeting with Guo before JLG XXI.
