CONVENTION FOR SAFE CONTAINERS

1.

I enclose a copy of Hong Kong telno 2538 which sets out their particular dilemma in the extension of the above Convention to their territory. I should be grateful if you could provide any information related to the extension of the Convention to Bermuda and/or the Isle of Man (with specific reference to para 3), and any thoughts you may have on the best way forward for Hong Kong.

I should be grateful also for similar comments from Mr Mattey, and initial comments from Mr Plant and Mr Haswell on the particular difficulties for Hong Kong involved with the definition of "Administration" and on ways round this.
