1. We had some correspondence with Hong Kong last year concerning the extension of the above Convention to Hong Kong. attach relevant papers. It appears from the file that we owe Hong Kong a substantive reply to the question in Hong Kong telno 2538 about the interpretation of the word "Administration" for the purposes of extending the Convention.

This question is addressed in Mr Scutt's letter of 14 August 1989 and Mr Plant's minute of 22 August 1989. The latter appears to suggest that we have adopted the approach described in paragraph 3(c) of Hong Kong telno 2538 in respect of Bermuda, and that we should do the same in respect of Hong Kong. This does not seem to me to be consistent with the last sentence of paragraph 2 of telno 2538.

I should be grateful if you could clarify the position for me so that I can offer a belated reply to Hong Kong and start this subject moving once again.
