1. Many thanks for your helpful letter of 18 May. I enclose a copy of our reply to the Ministry of Defence.

2. We have, however, now received another enquiry from the Ministry of Defence (I enclose Mr Cloke's letter of 21 May)- on behalf of the Royal Hong Kong Yacht Club concerning the special ensign privileges of its members. This would appear to be a matter of Hong Kong law, and I should therefore be grateful for your further advice on this point. I should also be grateful for your comments on Mr Cloke's observation that problems may arise over the lapsing of the

Royal Naval Reserve's right to wear the Blue Ensign.
