We spoke about your fax of 5 August.

2. I note from my record that I did speak to you at the time, and I understood that if Hong Kong desk wish to pursue this that they would write direct. However unless there was anything new we had made our position clear. Section 73 is "Imperial" it applies throughout the British Registry. I am not sure that I follow the logic of your last sentence! Sorry! But frankly it had best be made clear to Hong Kong Section 78 that paragraph 3 to telno 1175 is reflection of our policy. will not be used.

3. Perhaps I ought not to tempt providence but I fear there are likely to be more pressing problems. It is contrary to UK law for any British ship to enter or leave a UK port without British officers issued with appropriate certificates, you know this. Hong Kong has removed the requirements for British officers on her ships.
