I enclose a letter from the Minister of Defence to HKD of 18 April which in turn encloses a letter and article from Fragrant Harbour Publications Ltd, Hong Kong questioning the etiquette of ships on the Hong Kong register wearing two ensigns.

We propose to reply to the Ministry of Defence setting out the reasons for this decision (and we intend to research the files to check Ministry of Defence involvement at the time). But meanwhile I should be grateful for your views on the article which appeared in the February 1991 edition of "Fragrant Harbour" and the remarks attributed to the Director of Marine.
3. I should be grateful if you could address your reply, as soon as possible, to Christopher Sainty in this Department who will be dealing with this subject on his return to the office next week.
