The Board should not have responsibility for the establishment of the Register since none of the bodies represented, with the exception of the Association itself and officers' and crews' associations, has any direct and substantive interest in the Register. The Board should instead help review broad policy matters relating to the port and other matters ancillary to the shipping industry. Representation on the Board from the Association should be at least equivalent in number to that representing Government. The Chairman of the Shipping Advisory Board, if not a representative of Government, should be a representative of the Association. (HKSOA)
The Board should confine itself to advising on policy issues, including the establishment of the Register, and not involve itself with the day-to-day administration of the Register. (NI)
The composition of the Board should be reconsidered but should remain relatively small. Otherwise it could become unwieldy. There should be provisions for the Board to co-opt other interested bodies onto individual working groups reporting to the Board or the Authority which is responsible to the Board.
The Board should not be a separate body such as Kowloon Canton Railway Corporation or Mass Transit Railway Corporation but should be directly under control of the Government to ensure that seafarers' interests should not be overwhelmed by the interests of shipowners. (MNOG)
Hong Kong trade unions should be represented on the Board. The chairmanship of the Board should rotate on a tripartite and not bipartite basis. (ITF)
