SHIPPING ADVISORY BOARD

This is a good idea which allows for more flexibility

in the gestation period. (LCL)

The Hong Kong Association of Banks agrees to nominate

a representative to sit on the Board (HKAB).

The Advisory Board should also have the responsibility for monitoring the efficiency of the future registration body. A representative of the Institute of Seatransport should be appointed on the Board (IST).

The Royal Institution of Naval Architects and the Institute of Marine Engineers should be represented on the Board. (RINAIME)

There are two separate departments in the Polytechnic dealing with engineer and deck officer training, the Department of Mechanical and Marine Engineering and the Department of Nautical studies. Both departments should be represented on the Board. (POLY(DMME))

The Merchant Navy Training Board should also be represented on the Branch. (DTEIT)

The Hong Kong General Chamber of Commerce agrees to be represented on the Board. (HKGCC)

To prevent the proposed Board from becoming too large and unwieldy, committees should be formed each with its terms of reference covering a special area. One such committee should be on training and certification and the HK Polytechnic should be represented on it. (POLY(DNS))

The Board should be a statutory body with a status similar to that of the Trade Development Council or the Consumer Council.

The Board's function should be to advise Government. It should not have any Registry administration functions.
