Certificates should be able to be issued on a provisional basis subject to verification.

Officers who pass an examination, by the Authority, would receive the Authority's Certificate unendorsed.

Holders of certificates not approved by the Authority should be allowed to sit a validation examination. (MNOG)

It is reasonable to propose, as the administration has done, that the officers should hold certificates of competency issued after examination in Hong Kong and that British and Commonwealth certificates would continue to be accepted during the transitional period. (ITF)

Written examinations for officers should be conducted by the Hong Kong Polytechnic subject to supervision and monitoring by the Government while oral examinations should continue to be conducted by the Government.

Any future examination and certification structure should be developed in consultation with PRC authorities.

Those Hong Kong based officers presently holding certificates issued by non-Commonwealth countries such as Liberian, Panama and China should not be precluded from serving on Hong Kong registered ships in their certificated ranks.

With regard to sea service, all properly authenticated sea service, perhaps endorsed by a superintendent of a seaman's recruiting office or consular officer, should qualify for accepting towards qualifying service for any examination. This would include sea service on ships under any flag. Weighting could be given, if necessary, to vessel type, trade and rank(s) held during the period.

Until 1997, holders of certificates from all other jurisdictions should therefore be issued with a Hong Kong Certificate of Service corresponding to their substantive Certificate if two conditions are met :-
