The Hong Kong Register should provide that Hong Kong seamen should be given priority in employment. It should at least be provided that posts of master, chief officer, chief engineer and radio officer should be filled by Hong Kong residents. It is only when a local seamen shortage occurs that foreign seamen may be employed. (HKSU)
