The Government must establish standards and ensure that these are prosecuted rigorously by the appropriate authority, be it a statutory corporation

or not.

The Registry will need to appoint representatives and surveyors in the world's major shipping centres, such as London, New York and Tokyo, to look after the interests of Hong Kong registered vessels and to act as Deputy Registrars to issue certificates of registry etc. for vessels delivered in their area of control.

These representatives may well be direct employees of the Registry, but could also be employees of the major classification societies or perhaps maritime lawyers experienced in ship registration matters. (HKSOA)

Senior staff of authorised classification societies could be appointed to facilitate the issuing of certificates abroad. (LLYOD'S)

To ensure continuity and a smooth transition in 1997 when the government changes, it would be desirable to separate the administration of the registry from the functions of the Government. But other registry functions involving policy matter should remain with the Government. (NI)

The Authority should be separated from the Marine Department and should be an antonomous body leaving Marine Department to the control of the port. Authority should be responsible to the Shipping Advisory Board as proposed. (MNOG)
