LETTER FROM THE FEDERAL TRANSPORT MINISTRY
Date: 21 August 1991
I attach a copy of a letter from the Police Authorities in Hamburg concerning the flying of two national flags. We would be grateful if you could tell us:
Whether Hong Kong registered vessels are to fly both the Hong Kong and British merchant flags?
If so, whether this accords with the provisions of Article 6 of the High Sea Agreement?
If the British authorities have no objections to such double flagging, what is the responsible country of registration within the terms of the Agreement, given Hong Kong's associated status at the IMO?
