6.9.
As we have said it will remain essential to
continue to provide good quality training facilites for
both officers and seamen. We are of the view that the
present facilities meet present requirements; there is, however, a natural feeling amongst those directly
involved that additional resources should be made
available. It is possible that further detailed
consideration will need to be given to the structure,
organisation and funding of the overall training system
for Hong Kong's merchant marine. It is of vital
importance that the training system at all levels
matches:-
(a) the standards set by Hong Kong's
certificate structure;
(b)
the needs of the industry; and
(c)
the requirements of trainees to prepare
themselves for sea-going careers.
