(b)(i) Operational Aspects

5.18.

In the CD we described the mechanics of the

existing register as 'somewhat cumbersome'. No one has

disputed this and comment from all sides has supported the need for 'simplification', 'streamlining',

'modernising' and so forth. We accept, in general

terms, these views. We will devise suitable procedures

which take account of modern systems and techniques,

attempting always to reduce to a minimum the steps and

time necessary to complete the registration process.

That said the new procedures will need to be such as to

prevent abuse of the system and must not hamper the

application of the proper requirements of registration.

5.19.

One of the tasks of a Working Party (as

'proposed in Chapter 4) might be to identify those areas where different procedures are called for and to propose

changes. Not only should the procedures meet the concern of the shipowners (namely to establish quick

processing of requests and to have the minimum amount of

difficulty in registering a ship and securing a mortgage or other security over the ship) but they should also be

workable for the Registrar.

5.20.

There would seem to be scope for improvement in the system of registering mortgages on first
