5.13.

Option (c) has been advocated by the HKSOA who

have cited the examples of the Mass Transit Railway

Corporation (MTRC) and the Kowloon Canton Railway

Corporation (KCRC). Such corporations may indeed be

suitable for financing large capital projects and the

operation of utilities where the physical extent is

defined and the revenue predictable. We do not however

consider it would be appropriate for a "national"

Regulatory Shipping Authority (as described in paragraph

5.1) controlling an indeterminate tonnage world-wide.

5.14.

As regards (e) (i.e. hiving off the operations

of the register as the UK has done in the case small

ships) we can see no justification for this unless there

were to be an unprecedented rise in tonnage. The

operational staff for the existing register of 7 million

gross tons comprises a part-time registrar and three

clerical staff.

5.15.

A disadvantage of a new system is the unknown

reaction of the UK and China to a different system being

brought in when an apparently adequate one which could

survive the transition in 1997, is in place.
